“轻重”思想认为，为政者要想通过经济手段实现“大治”，必须通晓商品供求与市场价格波动之间的规律，“有余则轻、不足则重”“散则轻，聚则重”，同时还要掌握市场上流通的货币和关键物资的数量。在此基础上，中央政府通过在市场上投放或回笼来平抑商品的价格波动，价低时收购、价高时抛售，以此调节市场供求关系。经过一系列的“敛轻散重”活动，中央政府可以有效抑制豪强势力囤积居奇、操纵市场的行为，保障民众享受市场公平交易、免遭豪强盘剥，又能通过对重要物资进行专卖来充裕国家财政而不必增加赋税。国家财政充裕则能为贫民提供赈济或举办公共工程帮助其谋生就业，一面“夺之以轻重”，一面“行之以仁义”，实现“天下之归我者若流水”。
